This book provides guidance for plant and engineering staff on the implementation of effective and efficient Management of Change (MOC) procedures that can be applied to improve process safety. This is the only process safety element based on CCPSs Guidelines for Technical Management of Chemical Process Safety that has never received its own separate book. It will be the first state-of-the-practice guideline based upon CCPSs new Risk Based Process Safety approach. In addition to introducing MOC systems, the book describes how to design an initial system from scratch, including the scope of the system and the applications over a plant life cycle and the boundaries and overlaps with other process safety management systems. The topics include identifying potential change situations, coordinating with existing corporate procedures, establishing the actual review and approval procedure, determining documentation requirements, and establishing mechanisms for auditing and continuous improvement. In regards to existing systems, the book addresses: how to diagnose problems, types of malfunctions, and examples of MOC system root causes, and then finally presents tools for the MOC redesign. The Appendices provide real life examples of important concepts in MOC systems. Examples for simple, medium, and complex plants appear, as well as design considerations for an electronic MOC system and example audit checklists and performance and efficiency metrics.
