This is the second edition of "Butterworths Road Traffic Handbook". It contains the most important enactments relating to road traffic law in England, Wales and Scotland, covering the law as it stands at 31 December 1992. The book is designed to accompany the handbook, "Butterworths Road Traffic Service", which is available in a loose-leaf format and provides commentary on the main traffic offences created by the legislation. In this handbook, the statutes are in chronological order and they are followed by statutory instruments in the same order. The main addition to the legislation since the first edition has been the Road Traffic Act 1991. The preface provides an overview of the law as it stands at 31 December 1992. Chronological order does not provide a suitable basis for the overview and, consequently, the following headings are used: the driver and driving standards; vehicle construction and use; driver licensing and vehicle registration; traffic regulation; Scotland. The statutory material printed applies to Scotland. Awaiting commencement in Scotland is the Road Traffic Offenders Act 1988, ss 27(4), 30 (except so far as it relates to ss75-77), and part III except ss 51, 52(1)-(3), 53, 62-78, 80, 81 and 83-90. Certain parts of the Roads (Scotland) Act 1984 have been included for England and Wales. All regulatory instruments apart from the Motorway Traffic (England and Wales) Regulations 1982 extend to Scotland. Although the contents of this handbook take into account materials available as at 31 December 1992, some later material has been included where possible.
